The free ClassyBlocks plugin (studio-immens-css-classes) and a valid Pro license to receive automatic updates.

Do animations work without JavaScript?

Scroll-driven animations are pure CSS (animation-timeline: view()); a small polyfill is loaded automatically for Firefox and Safari.

Can I apply an animation to a single block?

Yes: each Gutenberg block has dedicated overrides (duration, easing, delay, iterations, direction) in addition to the animation class.

How do I import animations from other authors?

With the Pack Manager: from the Pack PRO page you can import JSON packs with their animations.
